Climate Change Policy and Legislation

Defining Emissions Intensive Industries under the Carbon Pollution Reduction Scheme. Climate Change Minister Penny Wong has announced the definitions for seven of the emissions-intensive trade-exposed activities that are eligible for free permits under the Carbon Pollution Reduction Scheme. (March 2009) 

Exposure Draft of the Legislation to Implement the Carbon Pollution Reduction Scheme.  The report of the economics committee inquiry, an assessment by senators of the current form of the trading scheme bills, has been released. (April 2009) 

Carbon Pollution Reduction Scheme (CPRS) Fuel Tax Adjustment Arrangements. Assistant Treasurer and Minister for Competition Policy and Consumer Affairs, Chris Bowen, has released exposure draft legislation and commentary for the Carbon Pollution Reduction Scheme (CPRS) Fuel Tax Adjustment Arrangements. International Climate Change News

The Rudd Government has made a number of submissions to the United Nations Framework Convention on Climate Change (UNFCCC) (March 2009):

Post-2012 Model Treaty Outline. Submission to the AWG-LCA and the AWG-KP. The Rudd Government has proposed two options for a post-2012 international treaty.
Economic Cost as an Indicator for Comparable Effort. Submission to the AWG-KP and AWG-LCA. Australia warns that expressing reduction targets in terms of cuts below 1990 levels can obscure important national differences in the cost of reducing greenhouse gas emissions.
Australia’s National Ambition. Submission to the AWG-LCA and AWG-KP. This submission provides information on Australia’s ambition to mitigate its national emissions to 2020.
Emissions Trading and the Project-Based Mechanisms. Submission to the AWG-KP and the AWG. Sets out suggested changes to Kyoto flexibility mechanisms (such as the Clean Development Mechanism).
Reducing Emissions from Deforestation and Forest Degradation in Developing Countries. Submission to the AWG-LCA, AWG-KP and SBSTA. Provides Australia’s initial proposal on a forest carbon market mechanism. 

Measurement, Reporting and Verification in a Post-2012 Climate Agreement. This report by the PEW Center on Global Climate Change considers options for measuring, reporting and verifying countries actions in a new climate agreement. (April 2009) 

REDD and the Effort to Limit Global Warming to 2°C. A report by Greenpeace International, looking at the impact of implementing REDD (Reducing emissions from deforestation and degradation) in the context of a global effort to combat climate change. (March 2009) 

American Clean Energy and Security Act of 2009 Discussion Draft. Draft cap and trade legislation released by U.S. Democrat Congressman Henry Waxman.

The Hidden Costs of Electricity: Externalities of Power Generation in Australia. The Australian Academy of Technological Sciences and Engineering has released a study looking at the environmental, social and health costs of greenhouse gas emissions. (March 2009) 

Are Households Using Renewable Energy? The Australian Bureau of Statistics (ABS) has released its Australian Social Trends, which provides a quarterly snapshot of society. (March 2009) 

Energy Network Infrastructure and the Climate Change Challenge. Energy Networks Association (ENA) has released a report from Parsons Brinckerhoff Australia which investigates the impact of climate change on energy network businesses. (March 2009)  

Clean Energy Trends 2009. The seventh annual Clean Energy Trends report details the growth and challenges of the clean energy sector. (April 2009) 

Australia Leads the World; All Electric Car gets the Thumbs Up. Transport Minister Anthony Albanese has announced federal government approval of an electric car, called i Miev, designed and produced by Mitsubishi, to be driven on Australia's roads. (April 2009)
