Waste collection practices - does anyone have positive outcomes central waste stations instead of bins under desks?

I've been having some conversations with a large cleaning company who is encountering resistance from purchasing decision makers in stopping the collection of rubbish and recycling from bins under individual desks.  The advantages as I see it are that the client company will save on cleaning costs and also get better segregation of waste and different recycling streams. The cost saving alone doesn't appear to be tipping the scales.
